Give translation completion % tooltips some TLC
My translation of the translation completion tooltips in the language navigator is awful, probably because the strings are assembled bit by bit. I'd like to refactor these to present complete sentences to translators. We can't work on this and on #8 (closed) in parallel though, because it's touching the same code. So, I'll hold off on doing anything until I get a green light. Assign the issue to me if you want me to do anything here.
The strings I have in mind are:

Everything 100%:

Comics < 100%, website translated:

We could also calculate the percentage of the website translation and show that. We could adapt the code in https://github.com/widelands/widelands/blob/master/utils/update_translation_stats.py
