Better versioning

This might be a long shot, since we're intentionally doing things differently compared with MELPA if it gets implemented.
One of the gripes people had with MELPA is that the packages it (or rather package-build.el which quelpa
happens to use) produces have the timestamp of the last VCS commit as version. This doesn't play terribly well, a better approach might be to use the original version number as prefix and append something to it. It could either be a revision number which gets automatically incremented on every update that doesn't have a higher version number, that timestamp or a commit hash.
One of the benefits of this is that it might solve the problem non-VCS fetchers for package-build.el introduces.
