Page title metadata aren’t translated

While the page titles (e.g. ‘Philosophy’, ‘Sources’ and ‘eShop’) shown in the <h1> headers on each page can be translated, and are shown as translated, the corresponding <title> metadata (shown in the title bar of the user’s browser, used as the default bookmark title and used by search engines) are not. They are always shown in English (e.g. `Philosophy - Pepper&Carrot’).

Preferably, the format of the entire <title> contents should also be translatable, so that people can translate ‘PAGE TITLE - Pepper&Carrot’ into, for example, ‘PAGE TITLE :: Pepper&Carrot’ (or whatever is appropriate for the target language). (BTW, for English, the hyphen should be replaced by a proper en-dash (–), e.g. &#8211;.)
