Error in Python handler with Python 3.8

Thanks for the amazing work on this project! I am trying to use Recoll to index my Python scripts but it's not showing up. I tracked down the issue to the rclpython
filter. If I run it manually on a Python script it outputs this error:
ERROR: module 'cgi' has no attribute 'escape'
It seems that Python 3.8 removed the escape in the cgi module in favor of html.escape
so the fix is quite easy:
add import html
and replace cgi.escape
with html.escape
Of course if we want to support both 3.8+ and older version we should do some version checking with a smart import. I could write something up if desired
