Making PDL Edit available for admin only and make the changes appear site-wide
PDL Editor (An editor for system page layouts) is available for all users (any user can edit system pages). Is it possible, that this editor can be made admin-only (site super admin) so that system page changes are available site-wide for all users, just for an example : a specific widget not shown by default site-wide for all pages for all users (and no user can alter this). This is just like ONLY the admin is allowed to edit System stuffs like "Site Information" "Banner/Logo" "Policies" etc etc.
Thus the question is basically in two parts

How can the admin show or not show some Apps to Users of the site but keep it only for Admin / System purposes. It can also help us to avoid some situations of confusion where if one user can install some app while other user's do not install the app. Just for an example user A installs "Poke" app and pokes user B, but user B has not installed "Poke" app, he cannot see the Pokes. Humhub and other such php scripts/softwares present an App installation screen that allows the site admin (super admin) to determine which Apps will be available as default-installed for all users, just as we have here Photos, Calendar, File already installed for all users. They also allow the Admin to determine which Apps will not be presented to the Users at all for example, some System Apps

How can I make PDL Editor changes appear site-wide? This is a super fantastic editor that is great to make some widget change or appear or disappear and thus have a specific UI/UX or identity for my hub/instance. For example, [widget=fullprofile][/widget] should appear in all of these THE SAME (Zap and Roadhouse does this by default) - About | Channel | Photos | Files | Calendar. In Hubzilla, the UI/UX becomes so non-uniform in appearance - for example About | Channel has widget=fullprofile but it Photos | Files it becomes widget=vacrd, while in Calendar/Event page the thing completely disappears. Thus if the Admin can edit these via PDL Editor and make the changes available all over the site, and if user-access to PDL editor is removed at least as an admin-option for the site - this will provide to be so very useful.
PS : I do see some instances do not show the App options at all (or show only a few Apps eg. Notes, Wiki etc) to an user on the site, and only use site/site-admin pre-determined apps - is there any tutorial / help article how this can be done by any hard-coding in config or any such files? or for example, denying the App page by htaccess except a few like app/Notes app/Wiki?
