documentation for the spin-glass-based global tractography algorithm

A novel spin-glass-based global tractography algorithm has been released on the GitLab repository of the NeuroSpin/Ginkgo team that allows to perform fiber tracking using a global optimization of the ill-posed problem consisting in the inference of the connectivity from the observation of a field of local orientation distribution functions (ODF).
