xstrtoll: Assume that the compiler supports 'long long'.

* lib/xstrtol.h (xstrtoll, xstrtoull): Declare unconditionally.
* modules/xstrtoll (configure.ac): Don't invoke AC_TYPE_LONG_LONG_INT.
