test-fcntl-safer: split from test-open



* tests/test-open.c (main): Move...
* tests/test-open.h: ...into new file.
* tests/test-fcntl-safer.c: New file.
* modules/open-tests (Files): Add test-open.h.
* modules/fcntl-safer-tests: New file.
