Simplify the website's code and data
Since the split of comments off to davidrevoy.com, peppercarrot.com is now effectively a static content website with a lot of dynamic website baggage in code and data.
There's a few goals here:

Use Markdown for data rather than XML so we can use Git for site content -
Use Twig for themes rather than raw PHP to simplify maintenance -
Remove cookies for language and resolution for better caching by CDNs of Apache -
Remove unused code after doing the above changes to simplify the PluXml core
Implementing these goals incrementally would mean this wouldn't be a huge breaking change and instead something done over time.
Furthermore, Markdown and Twig are common technologies and using them can reduce costs of a jump to another CMS or static site generator.
