Define (or not) some identifier for codes
Except if I missed something, the official French implementation of ELI on http://www.eli.fr/fr/constructionURI.html does not precisely define an ELI URI for codes (e.g. "code civil"). They have no NOR (like e.g. JUSC1732261L) and no canonical identifier (like e.g. 2018-493). The only mention on the French technical documentation is the part {domain}
defined as "Normalized name is to be used when natural identifier isn't available; we may use it inside of the URI for codes.".
I’m not sure if we should be bold and define some rule for codes in this ELI-router or if we should wait some official rule.
If we are bold, I guess the URI could be /eli/code/{domain}/lc/{level}
and for instance /eli/code/code_civil/lc/article_1
or /eli/code/civil/lc/article_1
. Although it could be discussed, I find the second option is a bit weird because the {domain} part is a part of a name, e.g. "de_procédure_pénale" in /eli/code/de_procédure_pénale/lc/article_40

In fact it is not really an option to wait some official rule if we want (quickly) a more robust method for links in La Fabrique de la Loi: even if we could create some static list of codes in metslesliens, we will not be able to get the article ID (LEGIARTI) because we absolutely need a LEGI database (legi.py’s job). Or we should define an ELI URI like /eli/code/LEGITEXT000006071154/lc/article_40
, which is no more official. Or the other design is not to use this ELI-router and directly use the "advanced" version of metslesliens with legi.py database (and in this case it should be more tested and performance-improved).
