Do not launch the fetch on start if the last fetch happened less than 20 hours ago

My case is that I start my Kresus docker container at 00:30 Paris Time, 23:30 in UTC. Then the automatic poll is set to the next day, between 2 and 4 AM.

Which gives for example a first poll (on start) the 4th november at 23:30 and another poll the 5th november at 02:30. Two such polls are useless to me.

Maybe we should check that when setting the next poll, if it is set less than 6 hours later we postpone it to next day? In this case the 4th nov. at 23:30 the next poll would become the 6th betweeb 2 and 4 AM instead of the 5th.

What do you think?
