Can’t apply multi-edit if checking operations after modifying the multi-edit attributes

Current behavior

If I modify the multi-edit attributes (say, category or type) before choosing the operations I want to apply the change to, the "Apply" button is disabled.

Expected behavior

The "Apply" button should be enabled if one or more operations are selected and if one or more multi-edit attributes is not empty, the order of selection/modifying the multi-edit attributes should not matter.
