Can we use standard zim files as cached packaged files?

Currently the installer downloads "package" files to store as cache (e.g. package_tedmed_en_all.en-2018-06-25). It would be a tad more convenient if we could directly use zim files directly (so that we basically do not have to download twice the same file, one for personal consumption and one for export).

How possible is that?
