How can I show my Hubzilla site in only one fixed language irrespective of browser language and without any app?

I would like to show my Hubzilla site in a pre-determined language - for example, let us assume it is a stand-alone site catering to a small niche and ONLY language of my choice (as the only admin) is all that I need.
As reported here #1635 , I also expected that VIA admin/site, if I have set System Language as some XYZ-LNG-CODE language and provided that the needed file was there in /view/XYZ-LNG-CODE/ then any visitor anywhere in the world, irrespective of their language setting of their browser, would see only the XYZ language.
I will try to explain this NECESSITY a little more. Say, we are a small South-Asian population who speaks a language called "Lotus" which is not spoken anywhere else and is not needed by anyone else too (just an example name of a language, not real). Now this small population of ours have got scattered due to various reasons all over the globe : France, German, Japan, Korea etc etc and their browser language in their office (from where via Wi-Fi they access this niche Hubzilla site) are varied : France, German, Japanese etc etc BUT on first access and thereafter always they will be able to see the site in the language "Lotus" and Lotus only - nothing else. They need not install extra the Language (language selector) app - instead the first sight of the site itself is already made to appear in the Lotus Language.
Thus, what I mean to say, if not via admin/site, how can I hard-code to show the site ONLY in one fixed language irrespective of the various language settings that various browsers across the globe may have. I think there was some coding instruction, some code to add or alter in some file somewhere inside the core that would have done this - some deeper or hidden configuration changes - but even though madly searching for it again I am not now finding it in the Hubzilla documentation and help files.
Please note : this is not an edge case or "scratch your own itch" case, many and really many need these outside of the large continents. And also KINDLY note : this is wanted as a default behavior/display, not something to be fiddled with app installing, settings, toggling languages etc etc, meaning just as magic, smooth and transparent as Remote Auth of Hubzilla is!
So, it will be great if someone can tell me (which file, what lines of code make this happen: "Hubzilla uses the language setting of the visitors browser to determine the language for the UI") so that I may try change/comment it out for the time-being for some temporary solution at least.
Some added questions, if included in https://hubzilla.org/help/en/, will be great
- How to change the language strings in English itself? will adding a necessary strings.php in folder "en" suffice, for example if I just want to say "Discover and Connect with others" instead of the default "Find and Connect with others" OR "Explore the directory" instead of the default "View the directory" etc etc .. you get the idea, I think.
- So ... System Language set VIA admin/site (by the admin or super-admin, suppose where there is only ONE admin) is ONLY a fall-back language and not meant to be the displayed language irrespective of the visitors' browser language? :(
- If installing Language App is a must, can there be some instructions in https://hubzilla.org/help/en/ how to make this a default-ON app, with a chosen language by the admin, as always installed and always ON by the site-admin for all new users (just as Photo or Files App which already comes installed and active and users do not have to install it themselves)
