Study the possibility to migrate framadate.org to PostgreSQL database

Since !305 framadate is able to use PostgreSQL as a database storage system.
Currently framadate.org uses MySQL (5.5 at the time of writing). However MySQL 5.5 is [EOL since December 2018](https://endoflife.software/applications/databases/mysql). Also PostgreSQL is a very popular open source RDBMS, known to be stable and have many good open source tooling (for dump/restore, for replication, for monitoring...)
This issue is here to study the possibility of a prod migration:
- [ ] Make sure the PostgreSQL driver and addition of !305 is battle tested
- [x] Add automatic tests to make sure migrations work on all supported drivers of Framadate. See !388. This point led to further **issues with PostgreSQL 10+ versions**:
- [ ] Make migrations pass using PostgreSQL:
- [ ] Bump `doctrine/migration` to 1.8 ;
- [ ] Ensure that dates default values are other than `0` (Postgres doesn't like `0` dates)
- [ ] Postgres lowercases column names, which means all field names expecting e.g. `$poll->receiveNewComments`will get `receivenewcomments` instead; which breaks some code.
- [ ] Take a look at [pgloader](https://github.com/dimitri/pgloader) a tool to migrate data from MySQL to PostgreSQL
- [ ] ...

Move email content to templates
Following !364, we should use templates for emails HTML and text content (and therefore define manually `body` and `AltBody` instead of relying on `html2text`).

Right now polls are expired through [a PurgeService](https://framagit.org/framasoft/framadate/framadate/blob/develop/app/classes/Framadate/Services/PurgeService.php) that executes randomly on each page call.
The notify before expiration feature (#415) sound heavier and can't be done this way. It's a good occasion to move these tasks to a dedicated job queue.
What it needs to have:
* ability to load through system cron (calling `php -f cron.php`) or just ajax, see what Nextcloud has
* save into database
* name (for job type), priority and arguments
* timestamp `run_after`
Also https://github.com/peppeocchi/php-cron-scheduler might be worth a look.

* syntax is ugly (subjective of course)

In those cases, it would be interesting to make possible to require an account in order to create a poll. (Ideally, with LDAP support)
Poll participation could be either internal or public depending on a configuration setting.
